This patch advances the published Marine 1.0.3 release. It preserves the seven pinned Marine Regions jurisdiction source snapshots, the reviewed named-water banks, the physical land mask, and their existing marine identity relationships. It does not claim a newer source edition or a newly effective legal boundary.

Changes

• The Full, Display, all 205 country components, and downloadable shape layers use CRS84 WKB GeoParquet with one canonical binary geometry column. The prior release mixed JSON geometry inside Parquet with a separate GeoJSON land mask.
• Identity versions and every spatial layer carry typed date fields. Their bounds are null because the retained source snapshots do not establish continuous feature validity intervals.
• The point predicate bank uses the same geometry WKB GeoParquet column and one feature per row group. The bounding-box index is retained byte-for-byte. Country component shapes are converted without changing their source geometry or identities.
• Lite, Display, and Detail downloads are derived from the same local Full. Their member folders are checked before final ZIP creation; private staging object checks and hosted route checks are separate release gates.

The 1.0.3 published release remains the predecessor until public promotion. Marine 1.0.4 is a staging candidate.
